Yes. It's hinted to come out in North America some time in 2010. They'll have the same voice actors as in the game.

YAY! Hey, did you people know that there is going to be a second trilogy in this series? Japan already has the fourth and they have trailers for the FIFTH! BTW, the names are Professor Layton and the Specter's Flute and Professor Layton and the Mask of Miracles. There is also rumors of a second movie to take place between the fifth and the sixth game. Damn you Japan and your fast ways!

Level 5 is planning an international release for the movie; so it's DEFINITELY going to be in English. Probably will take a while though :(
