@BatDude27 Because they think that he insane when he is actually super-sane so they don't kill him they just stick him in Arkham and Batman doesn't kill no matter what since he believes that if he killed he would become just as low as the criminals he is fighting.

I dont get it jokers easily the most powerful villan of all of Gotham so why hasnt he been executed or killed by the batman already?He obviously cant be contained...
