This waterfall in Shinjuku Chuo Koen (Central Park) is called Niagara Falls. The big building with two towers is the Tokyo Metropolitan Government Building. Some pigeons are taking a bath and the people sitting around the square are mostly homeless people. The homeless in Japan I've found to be really nice, friendly, easy to talk to, unpretentious and real. In addition, they don't ask for cigarettes or money, and on more than a few occasions they could speak English quite well. I've been treated to stuff they had many times, for example snacks or alcohol.
