As of February of 2009 Chicago Spire is on hold.

True, about Dubai's reference as 'third tier.' But i think what DFDalton was thinking many people (like DFDalton) will find it harder to accomodate something so unique and iconic into a city that it may not suit. (Unlike high rise supermodern metroypolsis like Dubai where dynamic architcture fits in perfectly) Because of It's nature a rotating skyscraper would be kind of unavoidable, and if the public don't like it that would cause problems.
