Sheng Long is the Shoryuken move that ryu makes in the end of a battle against the computer... when it happens, you must win and the pc gives a chance to defeat..
Try to play against the pc to check this out...

@JOEFIXIT79 Sheng Long is actually a mistake in translation. The original idea was "You mush defeat my dragon punch to stand a chance'. But the kanji have been read the Chinese fashion (many pronunciation by kanji). Almost every person who likes Street Fighter knows about it. ;)
