yeah, in this game, the shells don't follow the track, just the person they're following. so they usually end up falling off or hitting a wall, and become more useless than green shells, cuz at least green shells bounce off walls.

Toad, Yoshi, and Peach are the 3 fastest characters, and Bowser is the next best.
