No, the adoption tax credit did not originate with ObamaCare. It exists because the government will incur costs that far outweigh the tax credit for "caring" for the child in foster care until they age out on their 18th birthday.
The tax credit, at least before Obamacare, worked in two possible ways. 1) reimbursement up to the full amount of the tax credit for documented direct expenses incurred during the adoption process or 2) full tax credit without proof for special-needs adoptions.

I think some of these comments are unfair.2 of my 4 children are adopted. Neither were kidnapped from loving families. My son was horribly abused. My daughter never had anyone who wanted her.We love our children.We would have adopted them no matter what.We went through a lot to adopt our children. We will take what help we can get. We are not corrupt or selfish. Our special needs kids happen to qualify for the tax credit and we took it.

Wow how very sad to read the previous coments! If you have money to adopt, good for you, but I don't think someone should be excluded from adoption just because they don't have the initial money need it for legal process. But of course, I am forgetting there is people out there that will rather see a kid on a unfit family as long as that prove their religious or conservative believe, the level of love a family can provide to a kid is not measure by the money they may have.

What is this , first these agencies convince mothers to give up their children then people are awarded this huge tax credit to help them, why wasn't this tax credit offered to the mothers to help keep a family together, this makes no sense at all, I will quit working for the rest of my life my hard earned money and taxes will not go to support something like this, this seems so criminal , you people have no idea how these young woman and young girls are talked out of their babies/children

Hey how about reforming Child Protective Services. They are the most corrupt child trafficking Institution in America. 95% of all foster children were not abused or neglected and should be with their biological family whom they were defrauded out of.

One of my concerns, is the incredible amount of time, money and resources that get used to foster and adopt out children versus in-home dependency and relative care. In the State of Washington for example, even though Federal laws were passed allowing relatives to foster for six months then adopt, the State refuses to honor these laws. They spend huge amounts of time looking for reasons to remove children and vast sums developing a case against families, but very little toward relative placement
