USPS Postman violently sprays dog! 90006 Beware!!!

Los Angeles Postman repeatedly attacks dog for unknown reason.

It's been an ongoing problem in our community. Any suggestions to correct this problem. More video footage of dog being attacked is available.

I carry Halt Dog Repellent when I jog but would never use it on a dog behind a fence, It is only for attacking dogs who are loose coming at you. It is safe as it only has pepper and mineral oil but this postman was in the wrong, It is cruel to spray a dog behind a fence. I have had to use Halt twice in the past 15 years but both dogs were loose and coming at me. I tried to talk the dog down but it charged and I had no choice.
