In real history Nobunaga was a really bad ruler in the beginning until one of his officers commited suicide to get his attention. It worked and from that moment on he was a changed man and he went onto become the most powerful warlord in Japan.
This ending is a homage to that, Mitsuhide doesn't draw his sword and gets Nobunaga to kill him, then you see in his Gaiden stage Nobunaga is willing to change... to become a better ruler.
