Its a reference to the book 1984, I believe. Its a test to break someone's will so much that they will believe anything you say even when its obviously not true. I think Picard even says that near the end he DID in fact start seeing five lights.

Yes I know the scene is cool - But clearly stolen from "1984". And there it was much cooler when after the "right answer" the guard still wanted to kill the prisoner because he was supposed to believe that there are 5 light if he is told so!

my favorite part is when he shoves the 2 guards away when they try and grab his arms, he basically is saying "fuck off" to them XD
