Update from last year: A Victoria police officer will not be charged in connection with kicking a man who was on the ground and who appeared on a video not to be resisting arrest.

Today (February 11), the criminal justice branch issued a statement saying that the actions of the officer last March "involved a legally permissable use of force to facilitate handcuffing of the suspect".

March 27, 2013 update - after a hearing ordered by the Office of the Police Complaint Commissioner... On Wednesday, adjudicator Ben Casson, who presided over the hearing ordered by the Office of the Police Complaint Commissioner, found both Bowser and Robinson used excessive force during the arrest of Archer, a then 21-year-old Claremont Secondary School graduate who played for the Junior Shamrocks lacrosse team. Bowser will face a disciplinary hearing, tentatively scheduled for April 5.

This only shows 60 seconds of what happened. We need to stop being so bias and think for

a second; what about the rest of what happened, the part that isnt shown in the video? Maybe that officer was already attacked by numerous other individuals earlier who were drunk. Maybe that individual already attacked him earlier. We need to think outside of the box rather than just accepting such little information which does not form a definite result.

All I can say is that the two officers that were in my video arrived at the scene at the exact same time as I did. I missed all of the fighting, the guy getting knocked out, the pepper spray and all of that, so did those two officers. I'm not sure what that guy did but personally I thought they could have cuffed him without the kicking and kneeing. It didn't look to me like he was resisting much but tough to say.

Just what is the world coming to, when the police and now the criminals. They used to be trusted and respected, now they are just thugs. They think that just because they wear that uniform ( of which they now disgrace ) that they are above the law themselves. They will arrest someone for what they just did themselves 20 min.s ago. Wearing that uniform, doesn't make them men. They are just cowards with no honor.

I don't think history has ever changed with violence and the police, its just now there is people with cameras videoing there actions. Police word has always been believed, but now cameras show that some police are corrupt and violent

lov the way the judges say "involved a legally permissible use of force" until its a judges family get beat up by cops, that's excessive force and they should take a civil suit against the cop, bet you the high court says different and the judge gest a reprimand for his stupidity

He was given two days without pay and anger management, god police on the island are always getting away with anything they do. I always see them turning on their sirens just to skip red lights, i don't know if thats ok or not. I don't mind police but most abuse the power they are given.

I was detained by a vic pd cop on Tuesday for no justifiable reason and asked for id and my name I complied and verbally protested that my charter rights and freedoms were being violated .Namely the right against arbitrary detention and imprisonment and life ,liberty and security

Of the person, the fact the cops can stop any one any time anywhere and demand ID means. That their RIGHT to be assholes outways the

    Rights of canadian citizens

80% of the cops in Victoria do nothing but support this police state mentality that gets off on incriminating people instead of trying to make a good situation and peace.
