Except that the genesis of the housing market was when in 2003-04 the market shifted enormously to mortgage backed securities issued by unregulated private-label securitization conduits operated by investment banks.

Freddie Fannie issued fixed rate mortgages, but the toxic mortgages of the housing bubble weren't fixed rate, but adjustable rate mortgages issued by Wall St.
