This is track number 18 of the official soundtrack for Game of Thrones, composed by Ramin Djawadi. I believe this plays when Ned is investigating Robert's bastard children.
“He’ll be the bravest king who ever was, a Golden Lion, and I’ll give him sons with beautiful blonde hair!”

“Lord Orris Baratheon, black of hair. Axel Baratheon, black of hair. Lionel Baratheon, black of hair. Steffan Baratheon, black of hair . . . Robert Baratheon, black of hair . . . Joffrey Baratheon. Golden haired.”
I'm not too sure, but I also think this plays in episode 7, when Eddard is telling Cersei to flee with as many men as she can, because Robert's wrath will follow her

I thought the strange, unsettling music here fit perfectly with Eddard finding out Joffrey's horrific origins :D
