The constitution does not vest the government in the authority to make laws over the people. This was intentional and for very good reason but, they do it anyway. To trick people into believing it vests such authority, they created the Bill of Rights which is an act of fraud. Reference any law dictionary from the time, amend and amendment did not allow additions, only corrections or alterations to what was already written.

Hence the reason it's a BILL of rights making it even more fraudulent.
