Actually, there was such an idea of "The Conception Day" (or whatever it was called), but just in one Russian city, Ulyanovsk. That is where Lenin was born, so now they might be slightly discouraged about conceiving babies and seem to need such a holiday. But the rest of the population tend to have sex somewhat more often than once a year.
