This advertisement by Richard Pombo violates federal law. As recently amended by Congress, the Communications Act of 1934 requires a federal candidate who wishes to broadcast a television ad making a direct reference to another candidate for the same office to include at the end of the ad, for at least four seconds, an image of himself or herself. The ad must simultaneously provide a clearly readable printed statement identifying the candidate and stating that the candidate approved the ad and that his or her authorized committee paid for its broadcast. Pombo's image appears at the beginning of the ad, which does not include a printed statement that Pombo approved the ad.
