Too much damage for 1 failed turbine. Looks more like a massive water-hammer in one or more of the units. If the wicket gates slammed shut for some reason, the water hammer would pretty much destroy anything in the vicinity.
1 turbine is about 2000 tonnes, belive me, it could.

Looks like one of the turbines broke and all the water flooded into the powerhouse...
It's must have been explosive, 640 MW's of power flying all over the place. With a 194 metre head that is 337.000 litres of water. Every second.
