This is a hack myself, Jayextee and Appasianata had been working on called Sonic One.
The hack has since been discontinued but the level design shown in this hack has been merged with another hack, "The S Factor".

Unfortunately, I don't have it and I am no longer in contact with Jayextee, the guy who composed it. I also don't believe he has the original, so it might be a lost cause trying to persue it.
