Haz-chem teams have to be wear fully enclosing safety suits when the spent stages are recovered from where they impact downrange due to residual fuel in the tanks. UDMH is toxic and carcinogenic. No ignition system is used, the fuels combust on contact in the engines which simplifies their design. If LOX/LH2 were to be used then the exhaust is simply steam. Much better all round.
