That telegram.. I just don't buy it. The Germans just don't seem stupid enough to do such a thing and it's just a little too convenient for the British that it would come at such an crucial moment.
Only the Germans could come up with an idiotic scheme like this. In the 1890s-1900s the Germans had nearly gone to war with the U.S. over colonial issues brought to ahead by the Spanish-American war. The Germans had plans on the books called Operational Plan 3 during the 1890s-1900s in which the German fleet would bombard the East coast of the U.S. and invade NYC with 100,000 men. The Kaiser really liked the idea, but the rest of the German high command did not because it was really stupid!
It seems to me unlikely that the British would have maneuver to bring the US on their side by using such an infantile trick. Even if a deranged German official sent the telegram, the British intelligence would have had a problem passing it to the US. Americans, no doubt, would have think that the British were stupid (or thought the Americans were). No. I think the Americans and/or British invented the story for the masses consumption.

The content of the telegram was propaganda and nonsense, the telegram itself was not.
It was not obviously the sole reason for which the US entered the war, Germany's gamble in unrestricted submarine warfare which the US was bitterly opposed to had a major impact in the final American resolve.
Under what authority would Germany offer any US territories? What kind of support or military help could have Germany provided to Mexico? It is nonsense. It is sad and embarrassing even to listen to it. It is war time propaganda. You have the same propaganda on the German side. Germans allays blamed the Balfour treaty as the root cause of the entrance of the US. The reality was much more complex and simpler at the same time: it was the winning move for America in the world's chessboard.
