The hot air "fly-in" is a competition where balloon pilots are given a series of tasks to perform in a given period of time. One of those tasks is to determine the best launch location so that they can come as close to a particular target as possible. The pilots assemble for an early morning meeting where weather conditions and other information is given about the morning competition. They are then on their own to determine the best location from which to launch. Once they determine that location, they first ask the homeowner's permission to take off. It is then up to the pilot to determine at what altitude is the best wind direction and speed. Those conditions change drastically at different heights.
