That's called furling. It's supposed to do that. Generators are only rated to certain wind-speeds. Any speeds above their rating will damage the generator. Engineers implement furling for that reason...to protect the generator. Look at the tail..see how it bends? By setting it to bend at a certain pressure, it allows the generator to turn out of the wind and slow the blade speed down. That's how it protects the generator.

I love the tail designed to keep it pointed into the wind. Great for turbulent locations but every so often it looks like a puppy trying to bite its own tail..
