From the one hour History Channel's show Conspiracies: Anthrax Attacks explaining how the weaponized strain could only come from the United States BioDefense Program.

At the time Daschle was the Senate Majority leader and Leahy was head of the Senate Judiciary Committee. Both were identified in the media as holding up the proposed Patriot Act because of concerns that some parts of it would violate civil liberties".
"The material in the Senate letters was a highly refined dry powder consisting of about one gram of nearly pure spores. Earlier reports described the material in the Senate letters as "weaponized" or "weapons grade" anthrax".
The editor of the New York Post and a reporter of NBC TV received letters too.
The editor of a Paparazzi Magazine in Florida "The National Enquirer" who was publishing "disgusting party pictures" of the president's daughter was also an Anthrax target. Coincidence?

It's a well known fact that the Army Chemical & Biological Weapons Center released this particular strain of weaponized anthrax. I heard from a reliable source that they were going to mix the anthrax in a drum with $1 Dollar bills and release them from the inside of a van with the bottom cut open while in traffic. The thought being that people will pick up money on the street and pass it along in circulation. This method of distribution is still on the table within the psyops units.

Later the daily show shows the owner of fox news receives 200,000 dollars from this guy and the owner is smiling in a picture shaking this guys hand, fox claims he never accepted the money
