@Merlinicks That can be done by creating a vertex group choosing all the vertex that make the faces from where you want the hair to grow, and then, in the Particle System menu, all the way down, in the Vertex Groups zone, select your vertex group in the "Density" option. This will make the hair grow only from the vertex group you selected.
