No, but it does require Bome's MIDI Translator.

Its using Bome's MIDI Translator to trigger a timer that is triggered every 0.5 seconds. In this timer I determine the velocity of a MIDI out message to the VCI by checking of a global variable is set to 127. If not I set it to 127. If its 127, I set it to 0. Then I use this global variable as the velocity in the MIDI out message. Check the video infos on where to download the file.
