When I fought Captain Blue on Ultra-V rated (and yes, that mode IS insanely hard), I kept getting my ass handed to me and only won by finding a cheap way to get him in an endless loop of hits.
I used zoom attack jumping spin to launch Blue upward, then zoom dive to knock him back down... then jump and come down on him with another zoom dive before he can get up. Each zoom dive does very little damage, so this method takes forever, but as long as you keep him down it WILL work
