that's just a corn bread and green peppers mixture deep fried i really wouldn't call them hush puppies it's more deep fried corn bread balls.

I'm from down south and thats more of a hotwater cornbread recipe instead of hush puppies

Also heard the name came from calling any kids, or other kitchen hang arounders "puppies".
When mom would be making corn bread she would take some extra bits of the corn meal and fry it (cause it's good). Then give it to whoever is hanging around to keep them from bothering for something. This will "hush them puppies".
