In the small island country of Luzonia, the Luzonians are on the verge of civil war and in the middle of a deep recession. Luzonians elect a new Chancellor to lead them to a bright future.
PCN 2011 takes place in the small lumpia farming town of Cavite, Luzonia in a famous cafe whose glory days are long gone. The Chancellor has sent a Captain to reassess the lumpia farming systems. Meanwhile, the family who owns the cafe struggles to keep their beloved cafe open.
Will this new Chancellor be the answer to the growing problems? Or will he rule over with an iron fist?
