Never mind I figured it out and FINALLY got rid of it.
-To do i located the source using the url
-tracked it down to the file location
-restarted my computer with the safety on
-and finally completly deleted that bastard

Sorry to say but if a virus can block you from executing msconfig you're pretty well fucked- i wouldn't worry about getting rid of any messages, i'd get rid of the virus!
