What was with jin sooks cigarette thing then? i thought him smoking half and dropping it was a signal to dongsu's boys to go on with the plan, which was to kill him.

I'm pretty sure his gang had orders to kill him if he was too "soft" and couldnt kill his friend. If you remember when Jin sook was trying to leave after asking him to leave, the gang stopped him with a knife but dongsu said to let him go.
Jin sook felt guilty cause he knew dongsu got killed because of him and as in the end didnt want dongsu to be embarassed in public (by having his own men turn on him and showing he didnt command that much power) so he took the blame
