The best measure of performance is results. Only God knows what Pope Paul's intentions were. We only know the results... catastrophe for the Church. Even if his intentions were good, this was certainly not the case judging by the hostile and vile way in which he treated Card. Mindszenty, Mons. Lefebvre, Mons. de Castro Mayer and so many others faithful to Tradition. Remember that the road to hell is paved with good intentions.

Actually, it's called "Humanae Vitae", and, what makes you say that Paul IV was the most disastrous popes? The council renewed the traditions of the Church, but the way people and Priests interpreted was incorrect, how is this his fault?
Paul VI will well be considered one of the most disastrous popes in the history of the Church. His encyclical "Humane Vita" was one of his very few worthy acts.
