yes they are shooting a planet... its called orbital bombardment... at least it was in star wars rebellion! ( great game btw )

You can move on the z-axis. Use the ` key or as of beta 4, hold down the movement key (d) when you issue a move order and move the mouse around to select the vertical offset - super easy. You can see it action in some of the other videos.
