Games of Exclusion: Contesting the Notions of Immigrant Settlement and Inclusion

Inherent in Canada's immigration discourse, policy and practice is the assumption that it is the immigrants who must transform themselves in order to settle and integrate. This assumption often informs the concept and structure of settlement and integration programs and services, including those meant to facilitate labour market integration. The inclusion discourse, most often expressed through the conduit of multiculturalism, is abstracted in public policy and rarely impacts on the real experience of immigrants and refugees. This presentation is an opportunity to hear dynamic speakers envision settlement without borders.
