Actually, the congress can't change the Constitution, the states have to ratify any amendments to the Constitution.

Further, Arizona schools teach mixed children, and children who can pass as "white" to mark "white" whenever asked race on government forms.

The census is used to base the House Of Representatives on... That explains why most of Arizona is not doing census, so they can present Arizona as highly "white." Is that legal to do? To intentionally only ask areas known to be dominated by one race, to intentionally keep the House Of Representatives dominated by that race, as an act of racism?

The most recent census shows "whites" will no longer form the majority by 2043. It might've been helpful and lessen right wing fears to have stated simultaneously that "blacks" will not become the majority, either. Other "minorities" don't seem to engender fear in right wingers that the "black" thing does. After all, Mitch McConnell's wife is of Asian descent as with Phil Graham of Texas. I just thought a little clarification on what'll be going on in 2043 would lessen fears of the future.
