Apparently it was a joke about Streep always doing something with her hands in the background and the idea that actors can discreetly upstage each other by having something in their hands, even if they're in the background. In either the Comic Strip Retrospective or First on Four (can't remember which), I think they talk briefly about it...their explanation probably makes more sense than mine :P
