@wingkilulu This is not JR but Keishin Line of Keihan Railway.

The railway line is built based on the Japanese Tramway act so basically, the whole line is a tramway but only a section of the line runs on the road while others have their own right-of-way. Also, the Kyoto Municipal Subway is also built based on the Tramway Act since it was built as part of a road project. So, they are both basically the same type of railway line so the Keishin line trains also have Trackage Rights in the Kyoto Municipla Subway Tozai line
