Hi wanted to ask somethings if we can cut anywhere on the rose bush or by force where there is a bud eye is? When is the time to really prune roses? Where i live it never snows so my roses are always green. Do i prune them in fall , winter or before spring? Thanks so much :)

@n1les...need to prune just above the bud - otherwise, any higher the branch will die up to the bud.
In your area, December/January is fine to prune. I'm in the Los Angeles area and we prune in February - no later than that. If you have leaves on them, prune away! It'll force the plant into dormancy.
If you had a 'real' winter with snow and cold...late fall is best to prune.
