Peter's voice is the lead vocal. He does the whole "I walked through the city limits..." verses. Ian is the backing voice that you can barely hear, until he starts shouting at the end. He doesn't sing the other verse when Peter does the "In the dark, all the houses look the same..." verse either, which is a little odd.
What I miss most in live versions of "Interzone" is the tongue rolling/dog calls.

Nope. Live, the lead vocal is indeed by Ian and the backing vocal is by Hooky. On the album version, Ian did both lead and backing vocals.
