Maybe you should grow up and wait another years before you continue to watch Dexter and discuss about it - in the most childish, obnoxious manner possible, ALL CAPS nonetheless - as you seem to be too immature for that at the moment.

... they expect the viewer to keep in mind what kind of person he is, and, of course, what kind of person Dexter is for reacting the way he reacts.
It wasn't meant for a naive child like you who can't get over Brian's beautiful, sad eyes in a scene and forgets that he's a guy who would butcher you in the street without hesitation - deserving of death (like the other killers Dexter kills), and CERTAINLY to be locked away forever.
Essentially, the dark side outweighs... by FAR.

... for him, Dexter isn't as emotionally affected by Brian's nature, and ultimately decides against him because of his "code" and Debra.
Anyway, "Dexter" is a show that challenges their viewer to remain aware that the protagonist is essentially a serial killer who barely remains at "our" side of the fence.
When they show his "brother", who's COMPLETELY on the other side (kills innocents), and show his warm feelings for Dexter and their friendly, contemplative conversations

Dexter is in anguish because he's not quite a good person, either - he's not exactly a moral avenger of the innocent, he's found a "positive" way to channel his violent urges, and feels excluded from common human emotions.
His "love for his fellow killer brother" plays a higher role for him than a normal antihero, because he's torn between his "just side" and "killer side" - whereas a common hero would regret that his brother had turned out this way, despite his "love"...

Complex villains are the sign of a good story, but that doesn't change the fact that Brian is still... an evil, violent and dangerous psychopath.
Lots of villains (as well as bad people in real life) have "good sides", or are good to the people they like, but that doesn't excuse their other deeds.
Brian has "heart felt intentions" for Dexter... a significant part of which is making him into a killer murdering innocents (including Debra) alongside with himself.

EVEN DEXTER CAUGHT HIS INTENTIONS, THAT IS WHY EVEN DEXTER IS IN ANGUISH WHEN HE KILLED HIS BROTHER! AND IF YOU WATCHED THE SHOW THEN YOU WOULD KNOW THAT DEXTER WAS HESITANT IN KILLING HIS BROTHER!
