@manaburn In fact, the movie that this comes from, Topsy Turvy, explains that. There had been a "Japanese art exhibit" in London right when they were trying to think of a new operetta. Legend has it that a Japanese sword Gilbert had bought at the exhibit fell on the floor and as he was putting it back, the idea dawned on him.

@manaburn I'm not quite sure, but I think it's because in those days Japan was seen as an exotic, mysterious and fascinating faraway land..

@manaburn Let me answer this question for you. The Mikado was a criticism of Victorian England and the Monarchy, but they didn't want to have the setting in England for fear of getting trouble (possibly with the law, but I'm not sure) so they set it in Japan to make it less obvious.
