    He doesn't get the 4th 'meow' because it's just repeating what the guy says, so it doesn't count as per the ridiculous logic of their game. So he gets 10, Mac puts his fingers up to count 4 but his body language (shaking his head and hand) shows he isn't sure about counting it, later he decides it doesn't count, so Foster has to do one more to get 10 'legit' meows in total.
