Chinese / Japanese IQ test

I'm posting this because I am sick of people asking me how to solve it. Now I can just send them a link. This is from an email that makes its way around every six months or so.

The RULES are as follows:
1, Only two people can travel at once
2, Daddy can not stay with the girls without the presence of the mother
3, Mum cant stay with the boys without the presence of the father
4, The arrested red-hair girl in stripy outfit cannot stay with any of the family members without the Police officer
5, Only the Police officer and the parents can drive the boat across the river

Edit: I don't care if it is Chinese. The email always says Japanese. Stop posting stupid comments about what language it is.

This isn't the solution because you can't leave the daughters with the dad because he kicks them!

if this was a Chinese game, you could simply pile bodies in the river and walk across them. If it was Japanese you would be allowed to use your mind powers to levitate across.
