It is not due to budget constraints that the shuttle program is coming to an end. It is the fact that although still very impressive a launch system, it is 30 year old technology at it's heart and it suffers from design issues that make it vulnerable to damage and loss of spacecraft and crew.
Don't get me wrong, I love the shuttle program. It's an awesome machine.
I think that you will find that companies like SpaceX will continue our country's legacy in space.
