Hey is it possible to do that with the "Monkey" shape in Blender? i put bones on the Monkey and i can control it like u can so is it possible?

yeah, you should be able to do that.  lip-sync rigging usually involves using shape keys and/or armatures, so you'll need to learn that stuff.
