The reason the USA does not speak Spanish is because is because the MAJORITY of citizens are English speaking. it is the sole language taught in the vast majority of our primary schools. English is not the legally official language of the country but it is the official language by right of communal agreement. Also, the country is meant to be filled with many languages, but many different peoples speaking a common language so as to come together, united.
