Note in the video the method used to fasten the tower to the roof. No roof penetration required. And this tower with antenna has survived typhoon strength winds in Japan. Keep the antenna mounted near the top of the tower (don't be tempted to go an extra 10 feet above tower with a tall mast), and use non-metallic guy rope (do as I say; not as I did. Hi!) to prevent SWR. Having said that, I prefer a ground-mounted tower, but the cost of that, and space required, is another thing! de VA1CQ
In Japan, people are more forgiving than in North America as to what is aesthetically pleasing or allowable on one's own property. I believe Japanese have something to teach North Americans who have gone to the extreme and get choked when they see a pizza dish satellite dish on somebody's house.
You've inspired me to put up a roof tower with a Steppir. In the States, Martin has a similar 17.5' self-standing tower. Domo Arigato!
