I'm pretty sure their ninjas so you don't get Cole's ass in trouble for murdering civilians. Don't you see the warning when you accidently bump a citizen with you car. Damn rule breakers. lol

u should lose the game if you kill civilians in this. i mean in gta youre supposed to be a criminal so killing civilians is fine.
