Rep. Marshall explains how his time on the Housing Committee gives him a unique perspective on dealing with the sods and non-producers who milk the health care/welfare system. In typical Democrat fashion, he both blames their environment and uses children to make his case. He then discusses tort reform and blames frivolous law suits and their effect on health care costs on the states.
