That's actually Tony Sandler and Ralph Young doing the VO for the commercial. Sandler (a native of Belgium, hence the accent) and Young were a popular easy-listening singing duo in the '60s and '70s, and as the uploader mentioned the ad ran during one of their TV specials.
The cars were new in this commercial. Drive them a couple of winters on salted roads and they rusted away to nothing. Rust proofing was poor back then compared to now.
