@bicnarok it was all part of lex's plan to get sympathy from the public and make superman look like a loose cannon. Superman thought there was a bomb under the city lex was building, so he tried to stop it, but capt marvel thought supes should give lex a chance (lex said it was an experimental energy device to power the city). Superman was like "there's no time." so they ended up fighting.
